Is there something wrong with the identifying numbers on this 115?

I am looking at possibly buying a 115 four stroke. The seller provided the following information via photographs. The sticker on the transom mount shows Model # 1115F23ED, the Serial # 1B816847 the next line down shows 115 XL 4S. I have been googling for an hour and found a chart somewhere that showed the serial # fell into the range of a 2006 motor. The second picture provided by the seller was the 2010 Emissions compliance decal that showed June of 2010 in the lower left corner. Having read too many posts this afternoon I have decided don't know how to identify the year this motor was made. I assume the emissions sticker is the obvious answer?

Thanks. To confirm, not a 2010, or could be/could not be because the decal is not referring to that specific engine.

After 2006 Mercury outboard stopped publishing the year models in their parts guide, etc. so that is why you see 2006 on anything newer when searching model number online. < Same with Merc sterndrive but that started in 1998 so again when searching, something newer, they all read 1998.
