is it my prop? need info

got a 1989 force 15hp on a 16' x 38 " jon it runs about 12 or 16 mph if that should it run faster than this? and it dont want to plane out, with some one on front it does better and sounds like high rpms at wot it wont pick up no speed from little over half gas to full. a bigger prop want fit so just changing the pitch should help? right? and were to find a bigger pitch 89 force prop? can find the for mercury but they are through hub exhaust mine is not. and will a 3 blade help out any better mine is 2 blade as far as i know its all stock. thanks for any help

If you read the stickies at the top of the page and the helps on the prop store page it will help you understand props better.
A really healthy 15 should easily run around 20 to 27 mph depending on the application.We can't tell much about your setup without rpm and speed.
First check the motor a motor on one cylinder will seem perfectly normal except for a lack of power. Check it is running on both cylinders, that the throttle opens all the way.
Usually a 2 blade will be faster with a light application would do better overall with a 3 blade.
