a 115 will power it good and it will pull up skiers no problem, it wont be a 60mph speed boat though. look for the tag on the boat. it will either say a max motor weight or hp. should give you a rough idea as to what it can handle. And you can usally exeed this limit a bit,

but be smart about it. dont do somting like putting a 90hp moter on boat rated for 35hp, then rip the stern off it while tryin to pull up 4 tubes at once. (yes ive actually seen this happen  )

Re: is a 115hp yamaha enough?

A close friend and long time fishing companion of myself and my father had a 21' starcraft center console from the mid 80s. He had a 70hp yamaha and a 9.9hp 4stroke yamaha high thrust kicker. He had no problem hitting 30+ mph with her. It was a great hole shot boat and could take a pounding to boot. That 70hp yammy lasted almost 15 hard fishing seasons. He sold the boat to a friend of ours and the powerhead finally went on the 70.

This is a similar boat to yours, 1 foot shouldnt be all that much of a difference. I could see your boat doing well with a 100hp even...It's nice to have that power there and not have to WOT the engine to get the speed you want, but a smaller block comsumes less too... Aluminum doesn't take a whole lot of ponies to get up and go.
