Installing shift housing in lower unit OMC stringer 400

Hi - I have a 1982 GM2.5L OMC with a 400 series Stringer drive. I replaced the seals in the lower unit and I am having a great deal of trouble getting the shift housing: (Box that bolts to the top of the lower unit inside the housing. It has the two shift cables inside it.) <br /> You have to pull the shorter cable to "roll" the gear off the "rack" to remove this. I can get it back on and remount the lower unit - but my shift adjustment is always way out of wack. <br /> How do you re-adjust the shifting after the lower unit is removed? The manual says something about measuring the short cable to be about 9 1/2 inches out. But I don't know if this means on the lower unit end or the shift assister end in the boat. Help...
