Installing Boat drain Plug Question ?????

My drain plug was leaking so I was trying to remove the 3 drain plug screws on my 89 bayliner and did the fun thing of breaking the screws off when I torqued them to hard to remove. I drilled them out and have to install a new one, one of the brass looking ones with the 3 screws, I'm sure you know what plug I'm talking about. I'm using 3M 4200 sealant. My questions is.... do you let the sealant set up some before you tighten the screws the rest of the way or do you just coat the inside with sealant and tighten up the screw? I almost thought of putting a large rubber washer between the plug and the boat but am not sure if that is a good idea. thanks for any input.

No washers!!! Goop it up and tighten it down.Then it will be ready for the next time.Some manufacturers ground them into the system.If yours is like that make sure you put it back.J
