I recently picked up a 1960 18hp Johnson FD 14. It was in pieces and hasn't run in a long time. So I installed a new water pump and cleaned the carb .... everything needed to start a long time sitting engine. It started right up and really runs great.... But it wasn't pumping water. So I rechecked everything in the lower end to make sure everything was installed right, water tube was hooked up, and also I did flush all the water passages out before I started it. Ok when its running with out the thermostat housing on it has exuast presure from the hole where water is sapose to exit the housing. I had it in water way above the water pump to pick up water, but it still isn't pumping.... the only thing I could think of is a head gasket, but there isn't water getting into the cylinders...
