Instaling a new fuse block

I am replacing an old fuse block on my 97 tin Spectrum and order a new Blue sea systems 12 circuit from the site. The unit I ordered doesn?t have a ground block with it like my old glass fused one has, and like some of the Blue Sea blocks you can order here. Looks like I ordered the wrong one IMO, but wanted to get others opinions on just buying a separate ground block and installing it right next to the fuse block. Which way is correct and quite honestly easier?
This is what I ordered and it has no ground block. Screw Terminal Blade Fuse Block ATO/ATC 12 Circuit - Blue Sea Systems
I think I should have ordered the one with the ground block included with the fuse block. Please advise.

Are the ground blocks easy to purchase anywhere? Suggestions on where, auto parts store or marine?

I installed a new fuse block on my 19- tin Spectrum/with a 90 merc outboard. The old fuse block was glass fussed, rusted, and too small for all the extra items on my boat. The new one has more than enough circuits to cover what I am using. Many of the items I'm running through the block, call for fuses below 5 amps which seems to be the lowest amp blade fuse I can find. My radio, fish finder and ship to shore all call for 3 amp fuses. My question is, should I just run in-line 3 amp glass fuses, with the 5 amp at the block? Or do they actually make blade fuses with less than 5 amps so I don't have to add these inline ones?

You should be able to pick up the blade style of fuses at any auto parts store down to 1 amp.
