I am trying to remove power head on 1985 60 hp 2 cyl. There are 8 bolts about 2 inches long holding the lower part of motor. Is it necessary to remove them?

Best thing you can do is get a factory service manual from ebay. You can probably get one for under $50 and it will have very detailed intructions on how to remove it and disassemble everything.
But, I can tell you about my 1993 60hp 3cyl, maybe it will help for now.
You will have to disconnect the shift linkage from under the carbs, or disconnect it from the motor alltogether. Mine had 4 bolts under the lower cowling I had to unbolt, and another nut that was under the head, and wa sonly accessible once the lower cowling was removed. Aside from those, you obviously need to make sure all of your fuel connections are undone, as well as any electrical connnections and shift linkages.
