in line fuse and boat fuse panel?

replaceing fuse panel under dashboard of my metal fish boat. factory wireing is in good shape,the add on fish finder, cig liter,marine radio from previous owners all have a fuse at the panel and then an inline fuse also do I need them ? all of these have the same fuse size. the grounding "bus" that is on this panel has factory black wires that go into a wire harness and to dash gauges, is this where the battery ground gets to the ground bus??

Basically, the idea of the inline fuse between the fuse panel and the accessory is if the fuse in the panel would not blow before the accessory failed. For example, if you have a 10A fuse in the panel that feeds two accesories...lets say a fish finder and a GPS. If the GPS has an internal short and a 10A fuse would be too big to protect it, you may want a smaller fuse like a 3A.

Its no different than a fuse panel in your house protects the wires to the outlets and then the fuse in your TV acts like the inline fuse to protect itself.
