Ignition problem AQ131A Volvo Penta

Wont start, weak spark, can only get 9.5 volts at positive terminal at coil. Replaced plugs, wires, cap, condenser, and rotor.

sounds right, the coil is a external resisted coil, should be a resistor at the D+ of the alternator... whats your dwell set at??

Not sure. Set gap at 16, do not have a dwell meter.
