Ignition and shifting problems

I have a 1972 85 horse evinrude starflight. I have had this for a long time and have just started working on this project. I can not get the engine to turn over with the key. More importantly I can not jump across the ignition as there is no hot to the ignition. Would this be caused by the electric shift not disengaging from forward to neutral?
I read on a old post last night that a person changed out the electric shift with a three way toggle. Has anyone done this or know if it causes any problems?

well, you need to find out why you do not have current to the controller. with no power the shift switches will not work. find the red wire out of the harness at the motor. also could be an inline fuse near the starter solenoid, that is blown, it control the power to controller, and starting circuit.

the motor has to be running for it to shift also.

I have power to the electric choke and did have current to the shift controller. I could not find a in line fuse however I will look a little harder later today. That is what puzzles me the most.

I did find the small fuse that was in what looked like a conection. It was bad I replaced this and still no turn over. I tried to jump across the ignition switch and no luck. The ignition switch does feed the electric choke as well as allow juice to the electric shift when in the run position. Does anyone have a wiring description/color code for the wiring in the controller?

Found the problem. It was the throttle position safety switch that would not allow the solenoid to ground out.
