fresh gas?
new spark plugs?
gas tank vented?
fuel filter clean?
fuel line holding pressure?
choke plate opening?
Try turning the mixture knob one way, if that doesn't help then try turning it the other way.
guy, deep creep won't clean the carb while it's running...anything sprayed into the carb throat goes right past all the passages straight into the manifold. Deep creep is great stuff for cleaning out the cylinders, pistons, etc., and might help a carb if you add it to the fuel, but a carb has to be disassembled and soaked .
I replaced the plugs the motor has 14hrs on it it pumps water fine i'm not sure of the condition of the carb but i know las time it was used the people who had it made sure they ran all of the gas out it before putting it in there basement
Pump must be replaced every few seasons regardless of usage. If it fails the engine will quickly be destroyed. A new impeller is cheap ($10-20 depending on where you shop) and fairly easy to replace.
Low speed circuit could very well be clogged. Try putting the choke on a bit when you throttle down and see if that helps. If it does, try unwinding the low speed mixture control (remove the knob to get more movement if you have to). If it doesn't clear it up by 1 turn out then you've got to disassemble the carb, clean and re-assemble it using a new carb kit.
"Running out of gas" does not remove all the gas from the carburetor. For storage the engine should be drained using the drain screw on the bottom of the carb's bowl.
