Idle to high

On my 78 235hp evinrude i can't seem to get the idle down. There is no idle screws on the carbs timing is set at around 8 at idle. I loosened up the cable adjusted the cold choke setting put the cable back into into the holder and turned the barrel style adjuster and it didn't make a difference maybe a 100 rpm's in neutral it idles at 1500 in gear 1000 any suggestions.

Take the air silencer cover off and look at the throttle plates.

When the throttle arm is in the neutral position with the warmup lever off, the plates should all be fully closed.

As the control arm is moved fully forward, the throttle plates should be perfectly horizontal.

The plates should be perfectly synchronized so that they move together through the whole range of motion.

Thanks i know when the throttle is wide open they are perfectly horizontal i checked that after i rebuilt the carbs i will check when they are closed.
