idle not high enough

i've gone thru the sync and lync but cant seem to get the timing up to 4 degrees, 2 degrees is the best I can get. I've got the idle(timing) screw in as far as it will go. The idle in gear in the water is about 600 rpms, I was thinking of a longer screw but cant help but thinking something must be out of adjustment. Any ideas?

It might help if we know what we are working on, model number?

BTW I double checked the cable adjustment, there is just enough tension to hold the idle screw against the stop, i also checked the linkages for excess play or bent links. all looks pretty good, also the linkages are free and unbound, springs are all good.

the long screw that screws thru the arm that controls the timing linkage its about 2" long with a plastic bumper on it. its not the one mounted to the block that controls max timing.

Are you referring to the plastic looking thing with a black wheel on it?

no that sounds like your talking about the adjuster for the cable, the control arm that sticks straight up and goe up under the flywheel and has a rod on it that goes back to the armature, when this lever moves the timing on the motor changes, half way up is an adjusting screw the manual calls it an idle adjustment screw, however it does not adjust the idle like an automotive carb that actually opens the the throttle plates, it adjusts the idle by changing the timing, the problem is the manual says set the timing to 4 degrees and the idle should be correct, with the screw all the way in I get 2 degrees max, should I install a longer screw so I can get the 4 degrees.

Keith are you using an OMC manual, my 1988 V4 manual mentions moving a rod into a different hole if the 4 degrees can't be achieved. Not wanting to confuse you but hoping to help.
