idle difference on muffs vrs in water

i have a 135 76 johnson that i think has carb trouble i just adjusted the linkage its running at 1500 rpm on ear muffs when its in water is it possible it will lower the idle.....

It is possible that the idle will be lower due to the back pressure of the water on the exhaust, but I dont know if it is gonna lower it by 750rpms.

I idle should be set in the water and in fwd gear<br />or with a test wheel in place of the prop out of the water.
