Idle adjust, 96 130 rude'

My engine is running great on the muffs but idles a bit to low in the water.

What is the proper means of adjusting the idle on this motor? Should I adjust the throttle linkage or the low speed jets which are currently set at the factory recommended 3.5 turns out?

Bump, any help would be appreciated. I can't find my service manual and hate to order another one because I know it's around here somewhere.
