Identifying old 10 foot aluminum jon boat

only markings I can find are API 0001 10-98. Searched the web only thing I can find is a reference to a welding code. Any ideas?

Here are some pics. Tried to get everything in. Hope they are good enough. Oh yea, guy I got it from said it came from a condo association that had a private marina on the Gulf of Mexico.
