the only number on the boat motor is stamped into the part that bolts onto the boat that number is 189004 below this is 31JQ1 does anyone know what year this would be the cover says 70 HP Evinrude if you can help I would appreciate it

You should have a plate mounted onto the stern bracket on the left hand side of the motor (that is if you are standing behind the motor). On that plate will be a serial number and model number.
If that plate is missing, look for a round disc about the size of a quarter on the powerhead. The model & serial should also be stamped on that. If both IDs are missing it probably is a stolen motor.
