i think my shaft is frozen to power head

i have a 1976 135hp evinrude im trying to change the water pump,i took all the bolts out and the foot drop down about inch or two and wont go any farther,i can turn the foot back and forth a little i think the shaft is frozen to the powerhead if any has any ideas please help thanks

I guess you are an Okeechobee boy....hello from a fellow floridian.

Make sure your shift rod is disconnected under the carbs. That is what is holding it up from your description.

If the drive shaft were frozen, it wouldn't drop down even a smidgen. Disconnect the shift rod.
