i previously posted earlier about my 98 volvo penta 7.4gi having problems running fine out of the water but would stumble all over itself in the water. well i read everyones suggestions and started with the fuel filter like i was suggested. i pulled the water-fuel filter off and yes in was orangee and completely full of junk and also had water in it. but then i noticed the fuel pumps weren't even comig on at all. so i bought the online seloc manual and started trying to diagnose why. it had about 20 steps, some which it told me to skip. so i am finally down to the bottom and it tels me to run a jumper wire from 85 to i beliexe it was 87 in the relay area, i did and fuel pumps immediately turned on. i had purchased 2 new relays already, but replacing them did not work. anyway the last test told me to remove the ecm and test the ohms from j1-23 to 85 in thr fuel relay, so i did. it manual said if the ohm meter registered 0.00 then the ecm was bad, but it registerd 9.something but then i looked at the ecm diagram in the seloc manual and it says j1-23 is "blank" so i'm wondering if this is a misprint. if it was really supposed to be j1-23. any ideas? also it says if i get a reading then either a wire is broken or corroded or something is not making a good eleictrical connection. i did notice the old relays prongs were fairly green and corroded when i removed them, so i thought i would get some electrical cleaner and spry the base where relays plug in and try it. any other ideas what could cause this?
