I have a 1999 Minn Kota 765MXT motor and need suggestions

I recently bought a used 12' jon boat which came with a 1999 Minn Kota 765MXT trolling motor. The foot pedal starts the motor but it doesn't turn it. Before taking it apart, can someone please guide me thru the process and what to look for in repairing it. I saw a new pedal on Ebay but would like to try and fix what i have. The boat has a current registration so i assume it has been run within the past year.

The foot pedal has no "electronic" components in it except for some membrane switches. You can check their operation with an ohm meter. If that board is ok, the problem is likely in the motor itself. You then need to try powering the steering motor directly to see if it runs. If so, there is likely a bad relay. But by all means check wiring point to point and check all connections VERY carefully for cold solder joints, bad or corroded connectors, etc., before replacing parts hoping you get lucky.
