I can't raise rpm's on 1979 Merc. 115

Here's the problem. I am new to outboard repair work. So please understand my ignorance. I can get my motor to start. I can't get the motor to rev up when I increase throttle. I hear the trans shift from forward to reverse. I also note that the prop does change directon when doing this. It just can't raise the motors rpm's. I am starting to think it is a cable problem. If it is how can I determine where the cables should be and how can I fix it. Please help.<br /><br />Thanks in advance

Is this an outboard???? If so...you are in the wrong forum..this is for I/O and inboards...good luck!
