I’M GOING NUTS with a fuel delivery problem

Hello Guys, I’ve got a issue can’t figure it out and hope some of y’all will reply with something I missed. I have a small 14’ boat with 98, 25 HP Mercury. The last time I used it (it’s been couple years due to back issues), I had a problem with fuel delivery problem. It ran fine for about 4 minutes, then start loosing RPM’s until it shuts off. If you pump the bulb when it starts to shut down, it will pick back up for a few minutes. I rebuilt my carb like I’ve done several times, tried it out still same issue, went back through carb to make sure everything was right and it was. For anyone who’s not familiar with this model, the fuel pump is attach to the carb. Replaced all fuel lines under cowl and checked filter, still having problem. So I replaced fuel line from tank to motor, including new fittings, hose, and pump bulb. Now the motor ran fine. Pulled it out this week for Striper run, and water pump seemed weak, so I replaced it and worked great, but the Fuel Gremlin is back???? What am I missing? Your help will be very much appreciated, Thanks

have you looked at the fuel pump?
