1970 60 hp. 60Esl70b. I can hear something moving in the gearbox when the shift in the control box is moved. However, i only measure 11 volts to the blue wire and .1 or .2 to the green when in reverse. Normal or no? Neutral and forward voltage check out okay.

Hi Canadalooney,

In reverse both solenoids must be activated according to the factory service manual.
Check/follow the voltage form the shift switch to the solenoid connector(s).
It is not unheard of the shift switch going back.
It can be replaced with a "normal", double pole, three throw switch, if no factory switch replacement is available.
Here is a diagram on how (the picture most probably came from this forum, collected it some time ago).
Top position is forward, mid position is neutral, and bottom position is for reverse.

Good luck, Peter

Not normal. Needs voltage on both wires for reverse. But since the green is normal in neutral, you know the wires are ok. So that leaves the switch. The click in the gearcase is the solenoids. Two of them click at the same time for reverse, but you are only hearing one because the other isn't receiving voltage.
