hydo electric shift

i have a 69 johnson 55 hp hydro eletric shift the wires that go to soliends is no power forward one wire power neutral both wires power reverse they say its 12 volts i check mine its like 9.55 volts is this right or should it be a true 12 volts the wires work like they should but its 9.55 volts can anybody help battery reads 12.20 volts wire read 9.55 volts is this enought power?

They should be close to battery voltage. Check the battery voltage and then check the wires, they should be close.
