hwo to improve starting problem after a long winter

i have a 2000 honda 9.9HP 4 stroke engine and usually don't use it very much in the winter. it has been used very little over the yrs for that matter [less than 50 hours per season]. I was trying to start it up this weekend and had a hard time doing so. <br /><br />every fall, before i put it away, i always drain out all the existing gas that is in the line per owner's manual. i stored it upright by itself not leaning against anything. pretty much babied it. changed oil, plug and gear oil each yr. make sure the gas filter is clean. <br /><br />here what I did: got new fuel, changed the plug, primed the gas line, put the lower half of the engine in a big bucket of water so that it wouldnt overheat, changed the engine oil and gear oil. pulled the starter cord but sometimes it get stuck before it comes all the way out, the times that I was able to pull the starter cord in full, it would give a weak cough but wouldn't start. <br /><br />Last year, I had the same problem and spent about 1/2 day trying to start it before it kicked over. <br /><br />any help would be appreciated.<br /><br />thank you<br /><br />Jon
