Hurricane Cable Steering

I have Fundeck GS201 steering problem (cable) that seems to lock up every year if I don't use the boat for a couple of weeks. This is frustrating. Any way to lube, fix or repair this without sending it to the dealers?

The actuator arm is lubed regularly but the cables won't move and now the steering has a lot of play in it.
