Try pumping the primer on the gas line while this is happening see if it picks up if it does usually a fuel pump issue.

Compression and spark test, first.
Then: fuel lines replace, squeezie replace, the inline fuel hose connector remove/replace(the seal rots from age/ethanol).
Then: tank vent make sure it's open, built in tank, the vent hose can get clogged with bugs.
Then: clean the carb, the high speed jet might be clogged.
Then: rebuild the pump.
Install a filter between the pump and carb. Fram G-2/ 3/ 12 one will work.

1. When was the last time it ran good at top speed with no hesitation or Etc?
2. Have you put a timing light on it to see if the timing is advancing when you accelerate?
3. When is the last time you checked the points or added points, plugs and condensers?
4. I have the same plugs, points and condensers since 1985 but checked them when sluggish. I had Dirty points vs burnt from adding too much oil to the point?s oil wic.
5. A clear filter between the fuel tank and pump verified I had good gas coming to the pump. A filter between pump and carb could verify fuel. No problems with my original stretched looking diaphragm.

Good Luck!

I am told that my one Carb 35 HP is the same as your 55 HP with one Cab and short Lower Unit Leg vs Short Leg. I have a 55 HP Hood on my 35 HP. Feeling too bad to fish after working to the 03 Date.

1. Marked the flywheel to try and check the timing, seeing advance was objective vs ck timing with a gauge.
2. Pulling the flywheel to ck points can be a Bear w/o heavy tools. Re-torque at 90 ft lbs vs shearing a key.

Please edit one Carb 35 HP is the same as your 55 HP with one Carb and ?Long Lower Unit Leg vs Short Leg?. Your one Carb should make our engines compatible except for piston size and Etc to piston.
