Not that I know of. There's a pretty hefty fine to a tech who alters an outboard causing it to emit more pollution than designed. Because of that there is not much motivation to do so. I know the auto industry has such chips, but keep in mind there are way more applications in the auto industry than in the boating industry. Therefore the risk is simply not worth the possible gain, let alone the research and development required.
