how to take off or move bottom cowling?

Good day guys, I got a 1988 30 hp Mariner, 2 cylinder one carb, serial number 30 ML 689 L 331200 that was submerged 5 years ago, and I just got it running. There's a bolt that I noticed is cracked of that's bolting in the faceplate for the power head i.e. 968-7194M CYLINDER HEAd. My quandry is rather complex, you see the bolt that's cracked off (which I'm told will lead to further problems if not replaced) is one of the two bottom ones, i.e. blocked by the lower cowling.

So, my question is, how do I remove the lower cowling in order to access that bolt via a screw extractor? I was told I must remove the entire powerhead, is that true? Is there an alternate method? For instance; possibly shifting the bottom cowling so that I can gain access to that bolt? Just a thought, I'm open to any suggestions.
