How to service the Waterpump?

I have a 1995 Mercury 15M and I need to service the waterpump. How do I get the lower unit off to service it? I loosened the three bolts, but the cases do not want to separate?

your best bet is to get a book on your motor that has some part break down pictures. that will show you where all the bolts or nuts are hiding and also show how to remove and install the water pump.

The shift rod is probably holding you up, there's linkage/clips up top, by the carb, that you'll need to disconnect. Trace-out the shift linkage and you'll see how that works. Here's a good place to find a parts diagram which will show an exploded view of the shifting linkage:
