How to register a boat in GA?

First time boat owner here. Purchased a Rinker 192 in florida from a dealer. I live in Ga and I'm trying to register it in Ga. I'm getting the run around about how I register this boat. Ga DNR says I need a copy of title from my lienholder. My lienholder says they dont have one because Ga doesn't title. WTF? I'm lost. HELP?

When you purchased the boat from the FL dealer, did he give you the title signed over to you? If it's a new boat, it should come with a certificate of origination. If it was used, does the title have a lien on it? Did you take a loan on it?
We need a bit more info before we can help I think

Here are a couple of links that might help. While it's true that Georgia doesn't title boats, you do need the title if it's coming from a state which titles boats, otherwise they want the previous registration card (or if that's not available a letter from the previous state's registration office) and a notarized bill of sale.

Did the dealer give you or your financial institution the title? He should have as Florida requires a title on all boats over 16 ft in length. The dealer cannot legally sell the boat without the title regardless of GA's registration and title laws since it was sold in FL.
