If it is low on oil, then there should be signs of seepage.
Loosen the trim release screw and lift the motor all the way up and engage the tilt lock bracket on the stb. side. Remove the fill cap on the stb. side of the trim unit and use a pump oil can to fill with Evinrude Trim Fluid or ATF. Then find the leak and get it repaired.
Now if the trim motor doesn't run at all, then shame on you for not telling us the whole story with details and wondering why you don't get a correct answer the first time you ask a question.
