you are supposed to add oil to the first tank of fuel on a two-stroke.

I think my first call would be to another Merc. dealer! The one you are dealing with obviously does not know his own product. Your best bet would be to contact a Merc dealer and ask to speak to a service rep or tech, you stand a better chance of getting the correct info.

From my Honda 90 owner's manuel;

First 10 minutes: Run engine at trolling speed. Use minimum throttle opening to maintain a safe operating speed.

Next 45 minutes: Run engine up to a maximum of 2,000 to 3,000 rpm.

Next 60 minutes: Run engine up to a maximum of 4,000 to 5,000 rpm.
Short full throttle bursts are OK, but do not operate the engine continuously at full throttle.

Next 8 hours: Do not run the engine at full throttle for more than 5 minutes at a time.

That's pretty much what auto manufacturers indicate also: Go easy on engine for first 500 miles and vary speeds. short bursts of full throttle to speed limits will aid in setting rings but no prolonged high speeds or full throttle operation.
