How much power steering fluid does the system take (dual 5.7 Alpha 1 Gen 1)?
I probably have a leak as I just filled up and bled last week and I was barely under low
or maybe not bleeding properly.

I just did that job as part of an engine replacement. Mine is a Alpha 1 gen 2 but the systems are probably similar if not identical. It took just about 1 quart.

You bled the system, set the level to the full cold mark and it is now below the full cold mark? There is a leak - trace the lines from the pump to the cylinder on the transom and if there is a leak, it should be obvious.

If there is no indication of PS fluid in the bilge, a pressure test on the PS cooler may be warranted. Could be losing PS fluid to the cooling water if the cooler has a leak in one of the tubes, but I would think there would be indication of water in the fluid, too. Maybe not.

I know the fluid gets aerated when doing that procedure, it looks foamy when you get it filled. When the air settles out you may have to add a touch to top it off. Unless as others have stated, there is a leak.

Thanks all - I'm fairly certain I have a leak now. How much fluid does the system hold?
