I look back and see there is water flowing from the pee holes, however it is just a little flow, I have seen them where they shoot out quite good. Do I have a water pump problem?

You must be more specific with you questions. Yes you do have a water pump all outboards have one. The amount of water that comes out of the two hole in the back of the leg will not be a stream it will be more of a spray. Most of the water is comes out the bottom exhaust whitch is under the water line so you will not be able to see it. When was the water impeller last changed. It is a good practice to change these a min of every two years.

Need more info, make, model , year?

1980's Forces typically sputter out a relief hole, not a true telltale, and not steady stream.
