I just purchased a compression test kit (made be Pitbull). What is the proper procedure to using it on my two cylinder 1985 40hp evinrude?

there will be some slight variation in procedures, as you will see, but here's how I do it:
Make sure the battery is fully charged (12.65V or more)
Start the engine and let it idle up to operating temp.
Disable spark by pulling the emergency lanyard.
Remove the spark plugs and inspect 'em, noting any differences between the two.
Screw the compression tester into the #1 spark plug hole.
Spin the engine with the starter - let it turn 3 or 4 times.
Repeat a couple times.
Write down the PSI from the gauge.
Reset the gauge.
Remove it from #1 and repeat the process for the #2 hole.

Google "reading spark plugs" for some interesting reading whenever you have some spare time.

+1 on what he said. The only thing I do differently is run the test two times. The first time is to get the base reading. The second time I test again, and put a Tablespoon of oil in each cylinder that is off. If I get a higher reading the second time around on the trouble cylinders then I know I will have to replace the rings pretty soon. Assuming you decarb the engine every 50 to 60 hours.

Your kit probably has long and short reach adapters that screw into the spark plug hole. Make darn sure the one you use does not go into the cylinder so far that the piston hits it. In other words, use the shortest adapter that fits.

135 top and bottom. Thanks Now back to my no spark top cylinder problem and wondering ................

If I don't get an arc on the top plug but then switch the orange wires from the powerpack, top to bottom coil and vice-versa and then get an arc on the top plug wouldn't that mean the top coil is OK?
And my powerpack bad?
