I just installed a new long block in my 2010 mb tomcat .
I am needing info on how to set base timing .
Is it possible to set with a timing with a timing light ?
I figure i would need to put a jumper wire somewhere .
Any advice would be great appreciated

Knowing what kind of boat you have doesn't help us. The small block gets a bit closer but still no real help.

We need to know what motor as in manufacture, actual size might get use close enough, but serial numbers are best?

Not finding much on the 5.3
Do believe it does not have a distributor and if so, the timing is not adjustable. The ECM gets info from the crank position sensor and/or cam sensor

+1 to this. It's no different than a 1999 or later Chevy 1500 truck running the 5.3L V8 LS series engine.

Non-adjustable timing because of the crank & cam position sensor. Timing is handled by the Engine computer module.

Please do buy the service manual for the setup you have. This likely would have been covered in the instructions.
