Not to sound condescending, to read tenths figure it like this:
There are 60 minutes in an hour, divide by ten ( tenths ) so six minutes in a tenth then multiply how many tenths. Your post states 4 so 4x6=24 minutes.
Hope that clarifies it.

You read it the same way you read the odometer in your car. If the odometer read 354.4 your car has 354 and 4/10ths miles on it. With an hour meter it reads total hours - 354 and 4/10 hours or as was explained, 4/10ths of an hour is 24 minutes (60 x .4 = 24).

Just to be even more clear and simple - you have:

354 hours and 24 minutes.

while it is entirely possible to have 3544 hours, thinking about it means the following use:

approx:
1 hour per day EVERY day for 10 years
2 hours per day EVERY day for 5 years

Again, while it is possible, those numbers would be very high for a pleasure boat.

Good luck with the sale.

And to add one more tidbit -- that is time when the ignition key is in the RUN position -- not necessarily when the engine is running. Lots of people have an engine stall and never turn the key off. They don't realize the key was left on until they restart to continue on their way. Or, it simply gets left on at home because one the curtain climbers got into the boat and began playing "Jimmy Knob Twiddler". For those of you that missed that bit of diatribe, kids get into boats and turn things on.
