how do I move my kicker braket up and down

Ok before you call me a complete idiot, tell me the answer then give me the gears.

OK so I bought a new to me used boat.
had a kicker bracket on it,
I've been trying to move it up and down with no luck.
Seems pretty idiot proof.
I called Garelick the mfg who said I have to put the motor on to get the weight needed to move the spring.
That didn't work either
the knobs are loose, the safety flat bar is out of the way, it's clean and not looking bent
and ideas?

Not sure what model you have but my old bracket had a foam covered hand grip that had to be pulled forward from in the boat. That would disengage the locking notches and the motor could then be moved up and down. Check to see if you have something similar.

Yes mine also has a foam handle.
and yes once pulled forward the notches disengage and the unit should move up and down.
I can get my unit to move alittle but not even close to what it should.
It feels like it's hitting something but I can't figure out what.
uit doesn't make sense that the the two 'spring' steel loops need to be pulled out of the way.

the two loops look more like they should stay in place. not easy to access.

That's the same bracket that I had. I wouldn't worry about the spring loops, I think they just help to pull the handle back in to the notches. How much does your motor weigh? Mine was 100 pounds and it was still hard as heck to push the motor down to running position but it was real easy to lift. Those assist springs are really strong. You could also try a little penetrating oil or lube on the pivot points.
