Re: How do I fix a jockey console down to the floor of my RIB?
Why is the console not fixed to the deck? Maybe you could ask a factory rep how the console is normally fixed to the deck.

I have an 18-ft Avon RIB. The boat was made with a pair of raised, glass over wood, longitude rails fixed to the floor so seats, console, fuel tank, etc can be screwed down without compromising the deck. My RIB is designed in a way that I cannot put any holes in the deck, only screws in the rails. Well, I can put holes in the deck
but then we all get really, really wet.

Snapperbait always has good, realistic ideas for fixing stuff. I am guessing your boats R part is a molded plastic shell and may have nominally thick (thin!) decking. Just be sure the shell is designed in such a way that you can put holes in the deck and it is not going to flex/crack/break with the toggles. Not all RIBs are designed equally.

Perhaps someone here can giver you ideas on adhesives that can be used to glue reinforcing to the deck, if it is needed, where the toggles go thru.
