How do I clean Outboard Paint?

1994 200 HP Evinrude. Motor is dark blue. Engine does not sit in water but has white chauky residue on lower engine housing that I have waxed and used paint cleaner on and I just can't seem to get all the residue off. I have rubbed and rubbed and rubbed and it just won't come clean. Any ideas would be greatly appreciated.

50/50 vinegar and water might work. is this saltwater or fresh water use?

Has only been used in fresh water and not that often. It seems like it gets this residue on it just sitting on the trailer. Could ith be some kind of electralasis?
