how do I adjust the shift and throttle cables

I am wanting to verify that the control cables are set correctly.

For the shifter cable, I put the controller in neutral and the gears in neutral, I then adjusted the cable to gently slide onto the holding screw and tightened.

For the throttle adjustment cable, I placed the controller in neutral and adjusted the cable so that the idle screw was touching the engine.

please let me know if I did this correctly, I cannot find any information on it in my service manual.

Basically you are correct. With the motor not running,move the shift into forward and rotate the prop. The prop should lock up in gear. Move the shift into neutral and the prop should turn freely. Move the shift into reverse and the prop should lock up in gear.
The idle needs to be set with the prop engaged in forward in the water and should be set around 800 rpm. This is done with the throttle cable disconnected. Alternatively the idle can be set with the lower unit in a barrel of water and the prop not engaged and the cable disconnected. The rpm should be set to 1100 to 1200. Once done attach the cable and adjust the cable so that the throttle comes back fully to the stop. You can use the fast idle lever to do this. Final setting will probably need to be done on the water.
