Honda what year is it please

Hi,
The engine is a
Honda 9.9 4 stroke
BABL 1205161

I would like to know what year it is

I am looking at buying this motor, But the cdi unit and the carb is missing
the guy who is selling it says it is a stolen recovered motor and has no other details

Can the carb & cdi unit be bought second hand or where apart from honda can one be bought ? I am in France but a postal purchase is not out of the question
