Honda Tach?

I can not figure out why my Honda Tach will not work?
50hp
bought a brand new tach and it didn't work either
Trim is working so I did a continuity check on the hot and ground and they are fine.
noticed there are 5 wires
2 together at the top: Red with white strip, and solid black.
3 at bottom: Black with yellow strip, Grey, and solid black

I noticed they also go to the controller and I ohmed the Black with Yellow, Grey, Red with white, and black all with good results.

where do I look now? where are they suppose to pick up from?
Outboards are new to me.

Rd/W, is the power for the light bulb
Bl, is the ground for the light bulb

Bl/Y, is the 12volt source.
Bl, is ground.
Gr, is the signal wire.

Did you notice a pole setting detent?

I am not sure what you are refering to? I am a so new to outboards that I am not sure what to do. There is two studs sticking out with nuts on them. Then there is an opening that you can't really see inside, but i am not sure any of these have an effect on it.
I did notice that as I hooked up the positive to the light I would get a little bit of a jump out of it. besides that, it doesn't move at all, even WOT.

what should the device it is reading of look like and how can I test it?
