Going up an inch in pitch will drop your RPM's about 100-200. If your current prop planes the boat, does it do it quickly then the engine just screams and quickly accelerated to the redline? or does it take a while to get it up on plane. If it jumps quickly, then a larger prop is a good starting point.
Also, a 4 blade prop is less efficient and slower than a 3 blade. 4 gives you more "bite" on holeshot, but the extra blade drags a little off of the top end.
Ideally, i'd be nice to get a tach on the engine. with that we can determine the exact prop which it right for you. Also, what type of boat is it. If its an aluminum jon boat, then you could probably go up 2 inches in pitch. I have a 16ft "tinny" and it planes fast with a 9.9hp. It cruises at 18mph when you back the throttle off and settle into the "comfort zone"
