Honda Outboard won't pass 3000 RPM

I'm hoping you guys can help. I have a Honda outboard that has been performing fairly well but today I took it out and it wouldn't go over 3000 RPM while in gear. In neutral it has full RPM range. I was getting a steady stream of water from the engine so I don't THINK it's an overheating problem ... plus I have an alarm which did not sound. Anybody have a thought as to what could be causing this?

Telling us what year and model Honda you have might help...

check oil level
if u are too full, that would do it

Figured it out ... water in the fuel. Running like a champ now! Thanks guys ...
