Honda Outboard Problem

Have problem trolling with 20 hp 2003 Honda outboard. It quits and won't idle. It starts good and runs good wide open. Bought it brand new and it has never worked properly. Have had it to repair shop several times with no correction of the problem. Anybody have any idea what might be wrong?

My first question is ,What has that shop claimed they have helped you with and what have they done to do so.If you have been in that shop this amount of times with the same results,then you will either have to look at the shop or the application you are useing this engine for.Is this shop running this unit in a test tank to temp ,and setting the idle to spec on a shop tach?That's where you start .900 is the number and if they do'nt have the equipment to show you that number you have to question that dealer.
