Honda Model B75 Recommended Tests

Model B75-20077ILE (not clear on LE)...see attached snapshot of model plate.

I looked at the model year from a previous post and I am not certain if it is 1973 (based on the publication year of owner's manual). Can you please confirm/advise?
The seller said that it has been sitting in his garage for 3years and don't have any clue with it. Asking $200 for it. I am new to outboards and one test (I think) need to be done is cylinder compression check (after oil and plugs). Is there something else that I need to look for?

Welcome aboard, johnboat. Sitting for 3 years is never good for a motor. Pull the plugs and look for rust, check for water in the oil if you can and do the compression test. If the compression is fairly even, you have a good starting point to get her running after you buy her if the seller can't start it for you.
