The HP should be fine, I would worry about the weight. Here is the info off of my 88 17 ft sportsman

Just factor the motor wt when you load the boat.
USCG does not require capacity tags except for new boat sales. I had a new aluminum plate made to .reflect 90 HP and included the fuel mix info on one tag.
Cost of Tag was $ 20.00 I only fish 3 people at most so we are under the limits. I am currently using a 60 hp but this boat originally had an 88 Special on it.
There is plenty of flotation styrene blocks in the gunwales.
Photos show original sticker and a sample of the new one I had made
and will put it on an aluminum plate and rivet it near the transom.
